Climate change is one of the biggest challenges of our time. By adopting the 2030 Agenda for Sustainable Development and the Paris Climate Agreement in 2015, the international community endorsed a policy framework for concerted action. For the first time, nearly all members of the United Nations showed consensus by pledging to play their own part in addressing climate change and limiting global warming to a maximum of 2°C, and 1.5°C, if possible. Countries demonstrate their commitment to the Paris Climate Agreement by undertaking to deliver Nationally Determined Contributions (NDCs), in which they specify targets for reducing greenhouse gas emissions and adapting to the impacts of climate change. Although it is a challenging task, it is vital that the NDCs are implemented quickly and effectively if the goals of the Paris Climate Agreement are to be achieved.

In cooperation with the Government of Morocco and the World Resources Institute (WRI), the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) have established the global NDC Partnership. Launched in 2016 at the COP22 in Marrakech, Morocco, the Partnership will support developing countries in achieving their climate and development goals.


Selected member countries of the international NDC Partnership are working effectively to implement their Nationally Determined Contributions, and will set themselves more ambitious targets in the long-run.



BMZ and BMUB have committed themselves to directing their climate-related support for partner countries to activities at the country level in order to help implement NDCs effectively. To this end, BMZ has commissioned GIZ to implement the global NDC Assist project, which promotes effective NDC implementation under the umbrella of the NDC Partnership and in the context of the 2030 Agenda. The project takes a twofold approach:

  • Country engagement. NDC Assist empowers institutions in partner countries through support for enhanced coordination mechanisms and processes, as well as the development of NDC roadmaps, communication strategies and strategies of stakeholder engagement. It acts as a catalyst for action by assisting its partners to incorporate their NDCs in national regulations and policies, to draft development and investment plans, and to develop incentive schemes and investment projects. At the same time, the project encourages greater ambition among its partners by assisting them with NDC reviews and the modelling and prioritising of further NDC actions, and by supporting their participation in the 2018 Facilitative Dialogue.
  • Regional exchange. Through close cooperation with selected regional organisations, NDC Assist also supports regional consultations and peer-to-peer exchanges on NDC implementation, while drawing on the experiences gained from the country engagement processes.

On top of providing direct country-level and regional assistance for the implementation of NDCs, the project further reinforces the efforts of the NDC Partnership Support Unit through the secondment of expert personnel.


What makes the NDC Partnership unique is its dual role as both a global partnership and a country-level coordination mechanism. The NDC Assist project offers rapid, tailored technical support and capacity development services to members of the NDC Partnership by drawing on GIZ’s extensive network of existing bilateral and regional cooperation programmes. Its activities are closely coordinated with those of the NDC Partnership Support Unit, the GIZ country offices, German Embassies, BMZ and other donors and implementing partners.

In supporting the efforts of its partner countries to achieve their NDCs, the project always reflects national respective priorities. In Pakistan, for example, it is contributing to the development of an NDC roadmap and a national Climate Change Authority. Thereafter, it will provide technical advice on the division of the NDC into sector specific targets. Likewise, in Mali, Namibia and Honduras, NDC Assist is cooperating in the development of implementation roadmaps that entail an inter-ministerial, cross-sectoral approach. Countries such as Namibia and Honduras pursue efforts to address climate change as part of a holistic approach to development. Here, NDC Assist advises them on aligning their implementation activities with the 2030 Agenda and the Paris Agreement.

NDC Assist provides technical advice to the Government of Fiji in the field of agriculture, forestry and other land use, in support of its ambition to revise and expand its NDC. At the same time, it is facilitating the creation of the Regional Pacific NDC Hub, as part of the NDC Partnership. In the Caribbean, NDC Assist works with the Saint Lucian Government and the Organisation of Eastern Caribbean States on the implementation of a regional NDC Finance Initiative.

Further activities will be designed in response to specific requests from member countries of the NDC Partnership.
