The ongoing conflict in Syria has caused the displacement of six million people within the country itself and driven a further 4.8 million Syrians to seek refuge in other countries in the region. Turkey and Germany have been at the forefront of responding to the refugee influx. Turkey, under its international protection system, is host to over 3.6 million Syrians and to a further half a million people of other nationalities. Germany itself has received around 1.5 million refugees and asylum seekers since 2015. Turkey has made tremendous efforts in handling the influx of people since the onset of the crisis. The government has shifted its efforts from emergency response to initiatives aimed at improving service provisions and integration, while adapting the respective legal framework. Despite these efforts, responding to the needs of such a high number of people remains one of the biggest challenges. The prevailing institutional capacity is reaching its limits.  


The capacity of government institutions to effectively provide public services to Syrian refugees and host communities is strengthened. 



The Exchange Project provides for an institutionalised exchange on the integration of refugees between Turkey and Germany. It follows a cross-sectoral approach within the Support to Refugees and Host Communities (SRHC) Cluster projects and implements demand-driven technical assistance measures for government institutions. 



  • Together with Turkish ministries the project has identified a number of strategic priorities to effectively provide public services for refugees and host communities, i.e. labour market integration, volunteerism, empowerment of migrant women, migration management etc.   
  • A variety of Exchange Formats such study visits, conferences, round tables have been implemented with the participation of a substantial number of officials, decision-makers and experts.  
  • The Exchange Project strengthens partnerships between corresponding Turkish and German ministries dealing with refugee and migration management.
