Peru is one of the countries most severely affected by climate change worldwide. In conjunction with the Paris Agreement, the country has entered into ambitious obligations. The nationally determined contributions (NDCs) are designed to reduce greenhouse gas emissions by 20 per cent by 2030, and even by up to 30 per cent with international support. The Government has also set itself the goal of implementing far-reaching adaptation measures to cope with the consequences of climate change.
The Peruvian Climate Change Framework Law passed in 2018 provides the political framework for this process and defines the implementation responsibilities. One of the tasks of the Ministry of Environment is to provide technical support for the regional governments and other ministries in implementing the adaptation and mitigation measures. To achieve this, a high degree of cooperation is required among all institutions involved. Due to the large number of stakeholders and the lack of coordination between the various government levels and departments, this presents a major challenge. In addition, the private sector needs to be more greatly involved in the climate change mitigation measures to assure the achievement of the national goals.
The Ministry of Environment coordinates mitigation and adaptation measures for achieving the NDCs efficiently. Planning and implementation takes place in close consultation with relevant public and private sector stakeholders.
The project is supporting the Ministry of Environment in drawing up an adaptation plan and a strategy for low-carbon development in the country. The project is also strengthening the ministry in its coordinating role, thus improving the technical support provided to other relevant ministries and regional governments in the implementation of mitigation and adaptation measures. Moreover, instruments, norms and strategic plans will be developed and updated in collaboration with the Ministry of Energy and Mines and the Ministry of Agriculture and Irrigation, as well as selected regional governments. This will lay the foundations for implementing measures that can then serve as positive examples to other stakeholders and regions.
In addition, the project is continuing to support the Ministry of Environment in mainstreaming a coordination mechanism to ensure the implementation of the NDCs. This is to take place in consultation with representatives from the ministries, regional governments, the private sector and civil society. The establishment of a system to document and monitor the implementation and funding of the adaptation and mitigation measures is also expected. It is to be based on international standards and ensure precise reporting in accordance with international agreements.
The participation process for the regulations laid out in the national Climate Change Framework Law was completed in August 2019. It took place under the leadership of the Peruvian Ministry of Environment over the course of seven months and included a total of 14 workshops. More than 1,000 delegates from seven recognised national organisations for indigenous peoples took part. Sixty per cent of the delegates were women. To ensure a transparent and inclusive participation process, the regulations were translated into five languages: Quechua, Aymara, Shipibo Conibo, Awajún and Asháninka.
