The Honduran economy has not really recovered from the 2008 global economic crisis and the coup d'état in 2009. In addition, the country's economic development and social fabric are threatened by rising crime rates and the poor security situation. Despite high youth unemployment, companies often find it difficult to recruit appropriately qualified staff, as most graduates of vocational training institutions do not have the skills they require. The lack of a needs-driven vocational training system is a major obstacle to economic growth and to improving the job situation for young people. The core problem is that vocational training does not fully meet the needs of either business or the target group.


The Honduran vocational training system offers high-quality training and skills development opportunities that are geared both to the needs of the labour market and to those of marginalised young people.

The project pursues a multi-level approach. The interplay of capacity development measures in ministries, institutions and at local level effectively embeds systemic TVET capacities in the partner structures. An example of this involves strengthening quality management in TVET schools and introducing uniform quality standards, including an accreditation system at national level.

A further aim is to improve the basic conditions for institutional reforms designed to strengthen vocational training based on the needs of the labour market. Activities will focus on expanding and intensifying dialogue, collaboration and networking between employers, regulatory bodies and executing agencies in the field of vocational training, the national vocational training institute (INFOP), the network of private vocational training centres (CADERH) and the Ministry of Education (SEDUC). The goal is to make skills development opportunities more needs driven.

Better qualified staff led to an improvement in non-formal vocational training at local level. The project supports the partners in training instructors in technical and didactic/methodological skills, enabling them to tailor their teaching to the needs of the labour market. Creating learning content based on labour market studies and providing skills development opportunities for teaching staff play a key role in improving quality and expanding the range of training opportunities on offer.

In the field of formal vocational training, a model for needs-driven vocational training is being developed in conjunction with the Ministry of Education and is being piloted.

Advising non-formal vocational training institutions enables them to improve the quality of their training in cooperation with the private sector and to transfer the modular training programmes developed to other areas. Training and skills development provision for staff in the participating implementing organisations creates capacities which will help to strengthen the quality assurance functions of these institutions. Better access to needs-driven training for young people from disadvantaged backgrounds enables them to find employment.


More than 1,500 young people were successfully trained and integrated in the first stage of the project. The project has also improved the quality of non-formal vocational training in cooperation with the private sector. The training programmes developed were also applied to other sectors. In addition, access to needs-driven training for young people was improved.
