Context

In a historic consensus in September 2015, all Member States of the United Nations adopted the 2030 Agenda for Sustainable Development with its 17 Sustainable Development Goals (SDGs). It forms the basis for reconciling global economic progress and social justice, while respecting the Earth’s environmental limits. The 2030 Agenda provides political guidance for sustainable development in all policy areas and is the framework for international cooperation. The Agenda aims to ‘transform our world’ by eradicating extreme poverty and hunger by 2030, protecting natural resources and creating equal development opportunities for all. The 2030 Agenda is the first international agreement to treat poverty reduction and climate change as interrelated. The task now is to implement the 2030 Agenda in all countries.

Objective

German development cooperation stakeholders have given impetus to the ambitious implementation of the 2030 Agenda in Germany, with partner countries and at international level.

Approach

The Sector Project “2030 Agenda for Sustainable Development” advises the German Federal Ministry for Economic Cooperation and Development (BMZ) on implementing the 2030 Agenda. Activities here focus on the implementation in Germany, support for German partner countries and positioning BMZ at international level.

With regard to the implementation in Germany, the sector project supports BMZ in positioning itself in relation to sustainability-related issues. Activities include, for example, implementing and updating the German Sustainable Development Strategy and taking measures to increase awareness of the 2030 Agenda. The project also supports Horst Köhler, a former President of the Federal Republic of Germany, as a member of the High Level Panel of Eminent Persons on the Post-2015 Development Agenda.

In 26 partner countries and three regional organisations, the 2030 Implementation Initiative provides funds of around EUR 58 million to support the implementation of the 2030 Agenda, based on structural and transformative approaches in the three areas of policy, financing and monitoring/review. The Transformation Fund additionally promotes short-term, small-scale measures to foster the implementation of the 2030 Agenda. Moreover, the sector project supports BMZ in aligning projects, country strategies and sector strategies with the 2030 Agenda.

At international level, Germany is committed to establishing a sound review mechanism and to strengthening the High-Level Political Forum (HLPF) as a central institution for reviewing the 2030 Agenda. Here, the sector project helps to feed BMZ’s position into processes at international level.

Results

  • The lessons learned in implementing the 2030 Agenda are fed into the development or extension of international cooperation projects and initiatives, strengthening their impact in helping achieve greater sustainability.
  • Thanks to the strategic and conceptual advisory services for BMZ, the 2030 Agenda is highly visible at both national and international level.
  • A workshop organised for members of the 2030 Implementation Initiative has given rise to a Community of Practice, in which practitioners share their experience of implementing the 2030 Agenda in the respective national contexts.
  • The results of the sector project provide visibility to the German involvement in the partner countries.
