Technology-based climate change adaptation in Tajikistan and Kyrgyzstan

Project description

Project title: Technology based Adaptation to Climate Change in Rural Areas of Tajikistan and Kyrgyzstan
Commissioned by: German Federal Ministry for Economic Cooperation and Development (BMZ); German Climate Technology Initiative (DKTI)
Countries: Tajikistan, Kyrgyzstan
Lead executing agency: Tajikistan: Комитет по Чрезвычайным Ситуациям и Гражданской Обороне РТ Committee of Emergency Situations and Civil Defense; Kyrgyzstan: Государственный комитет ИТ и связи
State Committee of Information Technology and Communications
Overall term: 2019 to 2022

Context

Tajikistan and Kyrgyzstan are severely affected by the impacts of climate change. At the same time, they are among the poorest countries in Central Asia. Increasing landscape degradation and the loss of woodland and forests are intensifying the already high vulnerability of the rural population to climate change. The state administrations can make only rough plans for corresponding adaptation measures for people living in mountainous regions because the existing baseline data is insufficient. Above all, they are lacking climate-related geographical information and modern technologies to process and manage this geodata and to pass it on to the relevant authorities.

Objective

The responsible authorities in Tajikistan and Kyrgyzstan have improved the plans for climate adaptation in rural regions with the aid of modern information technology and geodata management.

Approach

The focus of the activities is on advising and supporting the government’s project partners in geodata management. Working together, the aim is to establish national geodata infrastructures in both countries as this is the only way in which geographical information can be gathered, evaluated and used. The processing of remote sensing data helps close data gaps. The stakeholders involved can access and exchange relevant information using web portals. The improved baseline data will be incorporated when drawing up adaptation plans in Tajikistan. The project is supporting the implementation of these plans in the municipalities by international organisations.
