Context

Rapid economic growth combined with an ongoing urbanisation trend and increasing motorisation lead to a further increase in traffic in the three partner countries: China, India and Viet Nam. Business-as-usual forecasts for the three countries add up to 2.4 Giga tonnes of CO2 equivalent in 2030 and 3.8 Giga tonnes CO2 equivalent in 2050. Asia is expected to cause about one third of the global CO2 emissions from transport in 2030.

Therefore, the transition to a decarbonisation path for the transport sector in Asia is essential to achieve the goals of the Paris Climate Agreement for 2050.

Approach

Decarbonisation of the transport sector is based on a holistic approach, which is coordinated between different ministries, civil society and the private sector. The programme facilitates stakeholder dialogues to identify pathways towards ambitious climate strategies in the transport sector. The NDC ambitions are ensured by measures in both passenger and freight transport. Measures to promote zero-emission vehicles will be combined with support measures for public and non-motorised transport in order to restrict motorised private transport.
In each of the partner countries, the consortium supports the design and information of stakeholder processes and the development of selected climate protection measures. In this way, the partners are supported in making their sectoral contributions to the achievement of the Nationally Determined Contribution (NDCs) and in raising their ambitions for long-term strategies and the 2025 NDCs.

In China, capacities are being created for the development of long-term decarbonisation strategies at the national level. The focus is on the joint combating of greenhouse gas and air pollutant emissions through regulatory frameworks, for example. In addition, a stakeholder process is being initiated in a selected Chinese province with the aim of developing an action plan to reduce greenhouse gases and air pollutants from transport.

In India, a stakeholder platform at the national level is being supported to identify decarbonisation pathways in the transport sector by means of modelling and technical analyses in order to develop more ambitious NDCs. In addition, the regulatory framework for climate-friendly electromobility, e.g. in the areas of vehicle procurement and charging infrastructure, will be improved.

In Viet Nam, the implementation of the established MRV system, the development of ambitious NDC and the creation of a Vision 2050 are supported at the national level. At the municipal level, cities are supported in the development of climate-friendly transport policies as well as regulatory frameworks in the areas of electromobility and fuel economy standards, for example.

As a regional initiative, the programme disseminates appropriate knowledge in Asia via existing platforms. By linking with regional stakeholders and other Asian countries, it contributes to promoting a comprehensive approach to decarbonising transport. At the global level, the programme will contribute its experience to the United Nations Framework Convention on Climate Change (UNFCCC).

The programme will be jointly implemented by GIZ, the World Resources Institute (WRI), the International Council on Clean Transportation (ICCT), the International Transport Forum (ITF), the Partnership on Sustainable Low Carbon Transport (SLOCAT), Agora Verkehrswende and the Renewable Energy Policy Network for the 21st Century (REN21).
