Context

Jordan has undertaken to comply with the most important international human rights conventions in the area of education, including the UN Convention on the Rights of Persons with Disabilities (UNCRPD). In 2007, the Jordanian Government passed a Law on the Rights of Persons with Disabilities and subsequently presented key strategies for the education sector: the Education Strategic Plan (2018-2022) and a 10-year national strategy for inclusive education (2020-2030). The plans aim to provide equal access to education for all. 

Although some progress has been made, there is still insufficient capacity for action to implement an inclusive education system in the country. The Ministry of Education estimates that 20,000 pupils with learning difficulties and visual or hearing impairments attend state schools in Jordan. However, these pupils are not integrated into school activities adequately. Only 150 state primary schools currently admit children with physical disabilities. On top of this, children and adults with disabilities often suffer from social exclusion.

Objective

Jordan is better equipped to develop an inclusive education system.

Approach

The project boosts the capacities of the Ministry of Education, school authorities and school staff in order to achieve the Jordanian Government’s education goals. 

In particular, the project is supporting the implementation of the 10-year national strategy for inclusive education (2020-2030). Together with previously adopted strategies, this lays the foundation for work in four focus areas:

Enhancing national planning and management capacities to develop inclusive education based on the new legislation. The project is currently preparing the development of an action plan and a steering structure to implement and monitor the 10-year national strategy for inclusive education. It is doing so in cooperation with the Higher Council for Affairs of Persons with Disabilities, the Ministry of Education and other relevant ministries.
Preparing measures for inclusive education in schools. The project is developing a long-term, inclusive education programme and initially implementing it in pilot schools. Regular communication between the pilot schools and other schools in the same school association is helping to facilitate an exchange of experiences and create incentives to increase funding.
Implementing capacity building measures for education authorities, school principals, teachers, parents and other relevant stakeholders. 
Raising awareness among the relevant stakeholders. After evaluating the need for training and awareness-raising measures, various events are being held to provide parents and society with information about inclusive education. 

Results

The project supported the Jordanian Government’s event to inaugurate the 10-year national strategy for inclusive education. Building on this, the project is supporting the implementation of the 10-year national strategy.

As a result of the coronavirus pandemic, Jordan has imposed a lockdown, which has made it more difficult to provide education services to pupils. With a series of webinars, the project is looking at how COVID-19 measures in the education sector can also consider the needs of people with disabilities and other vulnerable groups.
